Paul Rappoport was an expert witness in this LEC Court Case which is currently under reserved judgement. Paul’s views about the development differ markedly from that of the Council’s expert witness. Paul firmly believes that it is the applicant /developer that provides the opportunity for conservation and when an applicant offers to undertake substantive conservation works at the property of a listed heritage item. This should be welcomed with open arms by the council. It is Council’s role to manage the listed asset in perpetuity. - Project summary
When an applicant agrees to undertake conservation works at his or her own cost, the council should be focusing its attention on that and less so on any additional works such as extensions, alterations, and additions. This is not to turn a blind eye to additional works that may threaten the integrity of the heritage-listed property. However, when such additions are done well by good architects/designers with a high degree of design excellence, it becomes a perfect recipe for success.
In this case, Jonathon & Linda James Architects endeavoured to integrate a highly innovative extension into the rear portion of the house which is large and sits on a prominent verge facing the street with views to the harbour. The judgement for this is pending. Notwithstanding, Heritage 21 will always support a design where conservation works are being offered and a high degree of design excellence is provided.
