Heritage 21 worked with the client to achieve Liverpool Quarter which is going to be a new commercial and lifestyle destination at the heart of Liverpool CBD. a large office block above an existing heritage-listed hotel. Heritage 21 was involved in all stages of the project including the design of the office tower. Usually, such projects are very complex, especially with the council approval process, but in this case, the planning panel was supportive of the design which facilitated a smooth- working process. New buildings in heritage contexts are fraught with complexity and it is difficult to get the right balance between protecting the heritage item but also facilitating the construction of a much larger builder in its presence.
The new office building required a minimum of 1200 square metres which was later extended to 2000 square meters. Located on a prominent corner opposite Liverpool Train Station, it encompasses 26,000sqm of lettable space; a 23-storey A-grade office tower and a ground-level retail precinct in a highly activated public place. The change brought the new building closer to the heritage item and it was Heritage 21’s job to work closely with the Architect Fender Katzalidis
- What was done
Revitalising the hotel building to facilitate easy access on grade into the pub area coupled with ample outdoor space allows the heritage building to open its doors directly to the public. Increased numbers facilitated by the large office tower, would no doubt bring many more people directly from the station into the pub and the ground floor retail foyer. Accordingly, increased numbers would make the 3-storey heritage hotel much more accessible which in turn would allow the building to be used in its new context of a retail plaza.

Outcome
A positive outcome was achieved through the revitalisation of the heritage hotel building which currently has limited access compared with the proposed new retail plaza which would allow the ground floor to open to the public while also bringing more people into the area. The development would provide the opportunity for conservation works of the building which is always a plus and the upper floors would be available for hotel accommodation in accordance with current lifestyle expectations.
